This VIP outlines the specification of upgrading VeChainThor from the existing Proof of Authority (PoA) consensus mechanism to a Delegated Proof-of-Staking (DPoS) consensus mechanism.

The VIP specifies the set of changes to the validator selection, block production and staking mechanisms.
