Ensure full transparency and responsibility from dApps that receive weekly B3TR distributions, by mandating public reporting, fair allocation of the funds, and visibility into distribution records.
Problem Statement
Currently, dApps benefiting from B3TR via DAO votes are not bound to any transparency requirements. This can result in:
Misuse or untraceable spending of received B3TR;
Erosion of community trust;
Lack of measurable impact on eco-sustainable initiatives.
Proposal
We propose that all supported dApps must:
Publicly publish a weekly B3TR distribution report on their app or website;
Respect the following mandatory fund allocation:
• 75%: Rewards to users (players, contributors, etc.);
• 10%: Donation to a certified eco-sustainable non-profit organization (proof of donation required);
• 15%: Maintenance and operational costs of the dApp;
Publish a public and accessible Whitelist inside the dApp, displaying all wallets that received B3TR each week;
Confirm quarterly compliance via DAO form or smart contract.
Why Mandatory Donations Matter
The 10% donation to an environmental non-profit is not just a financial gesture—it is a statement of intent. It aligns with the DAO’s mission and offers several strategic advantages:
Ensures every B3TR cycle contributes to real-world sustainability initiatives;
Creates measurable social impact, enabling the DAO to share results publicly;
Offers reputational value through public acknowledgements by recipient organizations;
Builds trust among users, voters, and external observers by linking votes to real-world impact;
Increases visibility and credibility of the VeChain and VeBetterDAO ecosystem through NGO communications.
Each dApp is free to choose any certified, non-profit, eco-sustainable organization (ONLUS, NGO, etc.) to receive the donation, provided the organization operates within environmental sustainability domains. Proof of donation and a basic acknowledgment must be published weekly as part of the dApp’s transparency section.
Expected Benefits
Increased accountability and public trust in the DAO;
Reduced risk of fraudulent dApp behavior;
Real and measurable environmental impact;
Higher quality standards among DAO-supported dApps.
Implementation Timeline
Proposal approval: within 14 days of publication;
dApp adaptation period: up to 21 days after approval;
Policy enforcement: from the first Monday after adaptation period ends;
Weekly reporting and Whitelist publishing begin: immediately from enforcement start date.
Verification and Sanctions
dApps must publish the weekly report and update the Whitelist within 72 hours after the week ends;
Failure to comply even once will result in immediate suspension from B3TR rewards;
Rewards will resume only after proper reporting and DAO team validation;
Repeated violations (2x in 60 days) or confirmed misuse will lead to permanent exclusion, subject to DAO vote.

However, the discussion has expanded to topics such as differentiating “X to Earn” and “Utility” dApps, which I believe should be addressed in a separate proposal for clarity and better decision-making.
2. Availability of Data: As Dan mentioned, the blockchain itself already provides transparency through platforms like veDelegate. In fact, we’ve previously leveraged this transparency to detect problematic behavior, such as with Vestation, leading to their removal from the DAO. Perhaps a simpler solution could be mandating each dApp to include a direct link to their distribution summary page on veDelegate, rather than duplicating efforts.
3. Mandatory Fund Allocation: While the intention behind mandatory allocations (75%-50%-10%-15%-40%) is clear, it could unintentionally limit the flexibility and autonomy of dApp developers. Each dApp has unique operational costs and business models; imposing rigid allocation percentages might discourage innovation and deter potential developers from joining the VeBetterDAO ecosystem, especially considering the Foundation’s current proposal to allocate rewards based entirely on received votes.
4. Donation to NGOs: I genuinely appreciate the NGO donation concept, but I’d like to hear more about the proposed technical implementation. How would the DAO or the community practically verify these donations? Perhaps utilizing smart contracts or an automated verification and reporting system could be beneficial.

The availability of data, I thought that if each DApp inserted a mirror of its data, the verification by the user would be more direct without viewing it from veDelegate, the idea of ​​imposing the insertion of a direct link is fine however as long as it offers the user easy and simple access to the data.
Mandatory allocation of funds, I thought of it to avoid fraud and that the DAO realizes it late, so imposing ranges in my opinion would be a right thing perhaps by putting more flexible margins and then separating the “X to Earn” and the “Utility” because they really have an immense difference between them also in expenses and costs.
Donation to NGOs, I believe that to give concrete help to safeguard the eco-sustainability of the planet it is not enough: take a photo and appear as someone who collaborates to help the planet, you have to do it concretely, therefore donating a percentage to non-profit associations that really help in this direction and materially, the verification is done simply by showing a receipt of the donation made, we certainly give a hand and concrete help, at the same time this gesture will be thanked by the same organizations that will help us to make ourselves known to many people who perhaps will join in this beautiful project.
